Online Registration of Foreigners Temporarily Staying in the Republic of Belarus
Article 41 of the Republic of Belarus Law of 4 January 2010 “Legal Status of Foreign Citizens and Stateless Persons in the Republic of Belarus” specifies that foreign citizens and stateless persons (hereinafter referred to as foreigners) who temporarily stay in the Republic of Belarus are obliged to become registered within ten days in a registration body at a place of actual temporary stay, unless otherwise specified by this Law, other legislative acts and international treaties of the Republic of Belarus.
Foreigners may go through online registration, using the unified electronic services portal (portal.gov.by) free of charge.
This administrative procedure is available for foreigners who entered the Republic of Belarus border checkpoints. Foreigners who arrived in the Republic of Belarus through the state border with the Russian Federation should personally apply for offline registration with a citizenship and migration division of the Internal Affairs Body at a place of residence in Belarus.
The Republic of Belarus has signed agreements with Ukraine, Latvia, Lithuania, Estonia, Kazakhstan, United Arab Emirates and Russia, which entitle citizens of these countries to a registration-free regime of stay of up to 30 or 90 days. If a foreigner intends to overstay this period, he or she is expected to obtain a temporary or permanent residence permit depending on the purpose of entry. The period of registration is subject to international treaties entered into with various countries.
To become registered, a computer, mobile phone or tablet as well as Internet access are required. Using any browser, log on to portal.gov.by, choose your language, set up a personal account using email. Once logged into your account, select Citizenship and Migration under Available Services, pick out a relevant service, and fill out an application form (foreigner registration code 200.12.14.1.).
The applicant should enter his or her own name and family name in Latin or Cyrillic as indicated in the passport (one option sufficient), passport details, insurance policy details, date of inbound entry into the country, address of temporary stay. The form has a visa-specific box, but whenever, for example, a foreigner arrives in Belarus under a visa-free regime, the box may be skipped. All boxes underlined as obligatory must be filled out at all times.
As long as you have double-checked and verified all entered information, please click Send Application. A few seconds later, a Successful Registration message is supposed to come in, alternatively, the system will provide guidance about contacting a citizenship and migration division if the information entered requires clarification.
Whenever a foreigner who temporarily stays in Belarus personally applies for offline registration to a citizenship and migration division of the Internal Affairs Bodies, it is subject to the prior rules and regulations.
Offline application to a citizenship and migration division at a place of residence is mandatory in two cases: if a foreigner wants to renew registration at the same address, which he or she indicated in the online application, or if he or she arrives in Belarus through the border with Russia.
A foreigner is not obliged to hold a proof of online registration at all times. It is enough to report its availability, for example, to a border control officer upon departure from the country. Should a foreigner have technical solutions available, it may be advised to save a screenshot of the Successful Registration message or have a registration print-out which will fast-track verification.
